The Executive Chairman, Adamawa State Fiscal Responsibility Commission, Hon. Umar Iya Daware have called on the Local Government Budget Officers and Staff of the Commission to put to proper use the knowledge they have acquired in the past two days for the advancement of their Local Government and the State in general.
He was speaking at the closing of a two day capacity building workshop for Local Government Budget Officers and Staff of the Fiscal Responsibility Commission held at the Conference Hall of Hotel La’Birem in Yola between the 18th and 19th March, 2025 with the Theme: “Effective Budget Planning and Control”.
Hon. Daware urged participants to make proper use of the knowledge acquired in the cause of the workshop when they go back to their various Local Government by making budgeting more effective and efficient, through observing annual budgeting based on established standard.
He said Budget Officers being Professionals in their field should guide their elected Local Government Chairmen in the right track on how to manage scarce resources through effective budgeting for the masses to enjoy better dividend of democracy.
He said this is the first of its kind in the state and also the first in the series arrangement by the Commission, admonishing participants to bring to bear the essence and value for the training so far under gone and the knowledge acquired.
The Workshop was initiated by the Fiscal Responsibility Commission in collaboration with Multi-Sectoral Crisis Recovery Project (MCRP) to bring up to date the knowledge of modern day budget procedure for Budget Officers in Local Government Area in preparation for the much anticipated local government autonomy which is in the pipeline.
This is with the hope of changing the way things were done in the past where spending were done without proper budgeting.
Resource Persons were drawn from the Academia and relevant Government Ministries to discuss critical issues on budgeting and control.
Amongst some of the papers presented at the workshop are:
- An Evaluation and Application of Budgeting Techniques at the Local Government level.
- Role of Information and Communication Technology in Budgeting Process.
- Annual Budget Preparation
- Standard Procedure for preparing a realistic Budget e.t.c.
Participants were drawn from the 21 Local Government of the State and the Staff of the Fiscal Responsibility Commission, also in attendance at the workshop were the Commissioner I at the Commission, Engr. Michael A. Medugu, the Commission’s Secretary and all the Management Staff.
